Bot-Human Handoff

Detect handoff conditions and transfer control to people.

Handoff can be triggered by score thresholds, explicit user requests, business-hours rules, repeated bot failure, or high-value lead signals.

ChatPilot fans out notifications to tenant_users.personal_phone and includes a wa.me/ deep link for takeover. During handed_off, the bot stays silent until staff returns control.
